I believe there should be something here regarding legality of bump keys(posession and/or use) pursuant to different state laws...I'll start it off.

In the state of Virginia, it is unlawful to use or posess with the intent to use any device used to bypass any locking device, unless you are a bona fide locksmith, or lawfully within the confines of private property. Unauthorized entry to any enclosure using any lock bypass tool or method is a class D felony classified under the category of possession of burglary tools.

So basically, simple posession is totally legal in Virginia. Unauthorized usage of these keys is, under most circumstances, a felony offense.

According to the last page of http://www.toool.nl/pdf/mit.pdf, possession is legal in Massachusetts.

Most states have laws that include the INTENT factor in the possession of anything that could be construed as a burglary tool. Else, we would all go to jail for having a screwdriver in our cars.
