99% sure that's an SE-1 blank, ILCO ref. 1022.

Anyone else familiar with what's associated with the Franklin locks?

Sounds right to me. Would need a pic of the tip/profile to be absolutely sure.
Bump it to the next level.

If that is the same key, a KW1 key fits and works.

I agree that this is SE-1 blank as I worked with it for few time. I think working with these types of key gives lots of experience.
