Taiwan Padlocks

Found my way from ancient doorways to bumping locks and now I got it to do. Went to Lowe's last night and bought a Master Lock and entry door lock. Took the keys and turned them into bump keys and within minutes had them open. 

 

Took those keys and tried them in other locks with not good results. Bought a Taiwan "USCAN" 40mm Padlock and made bump keys from the master, no luck, made two more, no luck. Well.... I did get it open once. 

 

Tried the rubber bumper on the first keys and locks and most happy. Tried bumpers on the USCAN lock no luck. Made more keys no luck. 
 

The master key will open clockwise or counter but the USCAN lock only opens counter clockwise. Can anyone tell me what is about the USCAN lock that makes it so hard? 

 

Also, if someone could point me in the right direction I could post pics.
